§ 3A-70. PARKS/RECREATION CONCURRENCY.
   (a)   The Town shall determine whether a proposed residential project meets the adopted level of service standards contained below.

   (b)   Exhibiting demand shall be computed by estimating the projected population of existing constructed project and other permitted proposed projects for which capacity has been reserved within the Radius of Development Influence of a particular neighborhood park. The fractional acreage (rounded downward to the nearest 1/10th or the facility type necessary to serve the existing demand shall be computed.
   (c)   Capacity or need generated by a proposed project shall be determined by ascertaining the projected population (2.3 person times the number of units); and by using the adopted level of service standards, the necessary park acreage or facility type needed to serve the proposed project shall be computed.
   (d)   Existing design capacity for neighborhood parks and the community facility types listed shall be computed and total existing demand for the applicable facility types within the Radius of Development Influence shall be subtracted therefrom to yield the existing capacity available. This figure shall be used to compare with the demand from a proposed project in order to determine if there is a deficiency in the level of service standards.
