(a) The Town shall require all applicants to obtain a capacity reservation certificate from the Brevard County Utilities Department prior to the issuance of a final development permit. The Town shall maintain a copy of this certificate on file.
(b) Capacity in the solid waste facility shall be determined by using the adopted minimum level of service standard of 7.7 pounds of solid waste per person per day. This level of service standard shall increase to 8.9 pounds per person per day of January 1, 1992, and to 10.4 pounds, on January 1, 2000.
