(a) The Town shall require all applicants to obtain a Capacity Reservation Certificate from the City of Melbourne Water Department prior to the issuance of a final development permit. The Town shall maintain a copy of the above certificate on file.
(b) Capacity in the water treatment plant and the source of supply shall be determined by using the adopted minimum level of service standard of 105 gallons per person per day.
