Consistent with § 163.3174, Fla. Stat., the Local Planning Agency shall:
(1) Conduct the Comprehensive Planning program and prepare the Comprehensive Plan or elements or portions thereof for the Town;
(2) Coordinate the Comprehensive Plan, elements or portions thereof with the comprehensive plans of other appropriate local governments and the state;
(3) Recommend the Comprehensive Plan, elements, plan amendments, or portions thereof to the Town Commission for adoption;
(4) Monitor and oversee the effectiveness and status of the Comprehensive Plan and recommend to the Town Commission such changes in the Comprehensive Plan as may be required from time to time, including the periodic evaluation and appraisal of the comprehensive plan required by § 163.3191, Fla. Stat.;
(5) On an annual basis, review the performance of the Town's implementation of the Comprehensive Plan and determine if amendments are necessary and report this to the Town Commission;
(6) Ensure public participation in all matters concerning the preparation, review and implementation of the Comprehensive Plan occurs;
(7) Ensure provisions are made for notice to keep the general public informed of planning activities; and
(8) Provide opportunities for the public to provide written comment on all planning activities.
(9) Review proposed land development regulations, the Land Development Code, or amendments thereto, and make recommendations to the governing body as to the consistency of the proposal with the adopted Comprehensive Plan, or element or portion thereof. Any recommendations as to consistency of a land development regulation or development order with the Comprehensive Plan should include a citation to the relative Comprehensive Plan goal, objective, or policy and the particular element, together with any supporting documentation or other evidence.
(10) Perform any other functions, duties, and responsibilities assigned to it by the Town Commission or by general or special law.
The Local Planning Agency will simultaneously also function as provided by § 7A-136 of the Land Development Code.
