§ 27-56. FERTILIZER CONTENT AND APPLICATION RATES.
   The appropriate best management practices listed below must be followed on the following sites for nutrient management activities:
   (a)   Unless otherwise permitted herein, fertilizers applied to turf within the town shall be formulated and applied in accordance with Rule 5E-1.003(2), Florida Administrative Code. Fertilizers applied to landscape plants within the town shall be applied at rates as provided in University of Florida, Institute of Food and Agricultural Sciences (IFAS) recommendations with the modification that the nitrogen content of fertilizer shall contain at least 50% slow release, controlled release, timed release, slowly available, or water insoluble nitrogen per guaranteed analysis label.
   (b)   Fertilizer containing nitrogen or phosphorus shall not be applied before seeding or sodding a site, and shall not be applied for the first thirty (30) days after seeding or sodding, except when hyro-seeding for temporary or permanent erosion control in an emergency situation (wildfire, etc.), or in accordance with the stromwater pollution prevention plan for that site.
   (c)   Phosphorus fertilizer shall not be applied to turf or landscape plants without a soil or tissue test indicating a deficiency as verified by a University of Florida, Institute of Food and Agricultural Sciences (IFAS) approved testing method.
   (d)   Notwithstanding the foregoing provisions, the nitrogen content of fertilizer applied to turf or landscape plants shall contain slow release, controlled release, timed release, slowly available, or water insoluble nitrogen per guaranteed analysis label of not less than 50%.
