§ 73-17. ABANDONED REFRIGERATORS.
   It shall be unlawful for any person to leave outside of any building or dwelling or in any place accessible to children any abandoned, unattended or discarded refrigerator or any container of any kind which has an airtight door or lock which cannot be released from the inside.
