§ 52-1. DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BLOCK PARTY. A gathering comprised substantially of neighbors in a residential area which requires the closing of a local street for the purpose of having a party or other social, recreational or any other type of assemblage.
   SPECIAL EVENT. Any meeting, activity, parade, gathering or group of persons, animals or vehicles, or a combination thereof having a common purpose, design or goal, upon any public street, sidewalk, alley, park, beach or other public place or building which substantially inhibits the usual flow of pedestrian or vehicular travel or which occupies any public area or building which results in preemptive use by general public or which deviates from the established use. SPECIAL EVENT shall not be construed to include a block party.
