§ 47-20. HANDBILL AND NEWSPAPER DISTRIBUTION.
   (a)   It shall be unlawful to distribute or cause to be distributed handbills or newspapers within the town in such a manner as to create litter.
   (b)   No person shall throw, scatter, or cast any kind of handbill or newspaper in or upon any public place within the town. It shall be lawful for any person to hand out or distribute handbills or newspapers in any public place to any person willing to accept such a handbill or newspaper
   (c)   No person shall deposit, fasten, throw, scatter or cast any handbill or newspaper in or upon any vehicle. This provision shall not prohibit the handing of any handbill or newspaper to the owner or occupant of any vehicle if the person is willing to accept the handbill or newspaper.
   (d)   Any person distributing handbills or newspapers shall maintain the area which they are utilizing free of any litter caused by the handbill or newspaper distribution.
   (e)   It shall be unlawful for any person to distribute or cause to be distributed any commercial handbill in any place, under any circumstances, which does not have printed on the handbill the names and addresses of the person, business, or other organization represented in the commercial handbill or soliciting through the commercial handbill.
   (f)   No person shall place or cause to be placed any handbill or newspaper in or upon any premises if they have been requested in writing by the owner or occupant thereon not to do so.
