§ 47-18. PROPERTY MAINTENANCE FOR COMMERCIAL AND INDUSTRIAL ESTABLISHMENTS.
   (a)   Commercial containerization. All commercial, business, and institutional establishments shall store their trash in containers so as to eliminate wind-driven debris and unsightly litter in and about their establishment. Approved methods of containerization include garbage cans with lids, bulk containers, portable packing units, and roll-off containers. All containers must have lids or covers. Covers must be kept closed at all times except when depositing refuse. Spillage and overflow shall be immediately cleaned by the owner, occupant, or lessee of the business or commercial establishment.
   (b)   Loading and unloading docks. It shall be unlawful for any person maintaining a loading or unloading area to fail to provide trash and garbage receptacles for loose debris, paper, packing materials, and other trash. The number of containers necessary for each loading and unloading dock shall be as required to maintain a clean, neat, sanitary premise.
   (c)   Cardboard cartons. Cardboard cartons which are bound for recycling must be picked up on a scheduled basis.
   (d)   Maintenance of premises. All owners, lessees, tenants, or occupants of a commercial, business, or institutional establishment shall maintain their property in a clean and litter-free manner, including sidewalks, parking lots, grass strips, and contiguous alleys, curbs, or rights-of-way up to the edge of the pavement of any public street. No person shall sweep into or deposit in any street, sidewalk, or storm drain the accumulation of litter from any building or property.
   (e)   Litter receptacles. Any owner, tenant, occupant, or lessee of a business, commercial, or institutional establishment, where public parking is provided and the potential for litter generation exists, shall provide litter receptacles as defined in this chapter. Such receptacles shall be weighted or secured to prevent spillage.
