Any fee increases imposed upon customers as a result of a cost increase contemplated by the foregoing provisions hereof shall not exceed the proportion by which such cost increase is incurred by the collector in connection with services provided pursuant to a town approved franchise bears to similar services provided to other customers of the collector that are likewise affected by the same cost increase.
