§ 47-10. HOURS OF OPERATION FOR COLLECTION; COLLECTOR'S PERSONNEL; COLLECTOR'S EQUIPMENT.
   (a)   The hours of operation for collection services shall be from 7:00 a.m. until 7:00 p.m. Monday through Saturday, holidays excepted, and 7:00 a.m. until 7:00 p.m. holidays, Saturdays and Sundays to the extent that the franchise shall require or allow service on holidays, Saturdays or Sundays.
   (b)   The collector's collection employees shall at all times wear clean uniforms and shirts bearing the collector's name. Each driver shall, at all times, carry a valid driver's license which satisfies all state and local requirements for the operation of the vehicle under his control. The collector shall provide operating and safety training for all personnel. Wages of all employees of the collector shall equal or exceed the minimum hourly wages established by local, state or federal governments and shall otherwise satisfy all governmental regulations regarding labor and employment. No person shall be denied employment by the collector for reasons of race, sex, handicap, creed, color or religion.
   (c)   The collector shall have on hand at all times, in good working order, such equipment as shall permit the collector adequately and efficiently, to perform its duties hereunder. Equipment shall be purchased from nationally known and recognized manufacturers of garbage collection and disposal equipment. The collector shall use only vehicles with bodies which are water-tight to a depth of not less than 12 inches, have solid metal sides and a fully enclosed metal top and pneumatic tires for the collection of garbage and trash. The collector shall use clam shell trucks for collection of limos, trash, and refuse. All equipment shall be kept in good repair, appearance and in a sanitary, clean condition at all times. Reserve equipment which can be put into service and operation within one hour of any breakdown, shall be maintained and kept available for use within the town. Such reserve equipment shall substantially correspond, in size and capability, to the equipment used by the collector to perform its duties hereunder.
