§ 47-3. POINTS OF COLLECTION FOR SOLID WASTE.
   (a)   Residential units: The customer shall place all solid waste at a point within the right-of-way abutting the customer's residence no farther than five feet from the curb line or paving line, or, in the case no right-of-way exists which abuts the customer's property, at a point no greater than five feet from the curb line or paving line of the nearest public street, or, in the case of the existence of a drainage ditch, at a point on the roadside of the ditch.
      (1)   The collector shall not be responsible for articles not placed in garbage receptacles, or any other item placed in or about the designated service area.
      (2)   The collector shall immediately remove any litter from premises, parkway or public right-of-way deposited by it in the process of making collections or transportation of solid waste.
      (3)   The collector shall be required to remove (yard) trash only from residential units that receive regular solid waste collection service.
   (b)   Commercial units and institutional units. Collection of solid waste from commercial units and institutional units shall be made at those points designed by the collector in consultation with the customer, which will maximize economy in the collection of the solid waste while considering the public health, safety, aesthetics, the convenience to the customer and which will not be inconsistent with all governmental environmental laws and regulations, as well as local land use/zoning regulations, all as may be amended or created from time to time.
      (1)   All solid waste generated from a commercial unit shall be placed by the customer in a commercial container (or garbage receptacle) located at the applicable collection point on the designated collection day.
      (2)   Commercial units which generated in excess of ten cubic yards of solid waste per month shall utilize a commercial container for the collection of solid waste.
      (3)   The collector shall be required to remove (yard) only from multi-family (residential) commercial units that receive regular solid waste collection service.
   (c)   Construction or demolition debris and roll-off container customers: Collection for customers generating construction or demolition debris or utilizing roll-off containers may be at points designated by the collector in consultation with customer.
