(a) Each residential unit and commercial unit within the town shall be provided with solid waste pickup and removal services. Construction and demolition debris and special waste accounts shall be serviced only upon the execution of individual agreements between collector and the customer. Construction or demolition debris or special waste collected is subject to be collected by the collector pursuant to an executed contract.
(b) A collector shall, upon 60 days prior notice, be required to separately collect (yard) trash. The collector shall assist the town in conducting a public awareness campaign to promote the town's (yard) trash program. To educate customers and prior to implementation of the (yard) trash collection program the collector shall prepare a flier which explains the proper preparation and separation of (yard) trash and the collection schedule of the program. After the flier has been reviewed and approved by the town, the collector, at its expense, shall reproduce a sufficient number of fliers, as determined by the town, to be furnished to all residential units and multi-family commercial units. The town shall forward the flier to all residential units and multi-family commercial units receiving service from the collector.
