It shall be unlawful to permit any accumulation of any waste materials prohibited by this chapter in or upon any yard, lawn, garden, outbuilding, lot or premises in the town if the same constitutes a fire hazard, a hazard to the safety of persons or property or contributes to mosquito breeding or creates an unsanitary condition.
