Except as provided herein, the keeping, dumping, storing, placing or maintaining of abandoned, discarded, worn-out, scrapped or unlicensed automobiles, boats, trailers and other items, upon any unenclosed premises or unenclosed portion of any premises, shall constitute a nuisance and the same is prohibited.
