Nothing contained in this article shall be construed or interpreted to preclude the Town Commission from submitting, within its discretion, a separately prepared notice of the annual stormwater utility assessment imposed on certain real property within the town, to the owner of such property, if in the opinion of the Town Commission such procedure will facilitate the billing and collection of such annual stormwater utility assessment.
