(a) All purchasing of supplies and contractual services of a total estimated value of more than $150 and less than $4,000 and all sales of public property which has become obsolete and unusable of less than the estimated value of $4,000 may be made in the open market without newspaper advertisement and without observing the sealed bid procedures prescribed in § 15-27 for formal purchasing or sale procedures.
(b) Minimum number of bids. All open market purchases or sales shall be based on at least three competitive bids and may be awarded to the lowest responsible bidder in accordance with the standards set forth in § 15-27(e) or the highest responsible bidder in case of a sale unless otherwise approved by the Town Manager.
(c) Invitation for bids. Either oral or written bids for open market pricing or sale may be made, but all reasonably available current bidders' and suppliers' lists shall be used. All oral bids in excess of $1,000 shall be confirmed in writing.
