All using agencies, either by or with the authorization of the head of the department under which the using agency operates, shall file with the finance department detailed requisitions of estimates of their requirements in supplies and services in such manner, at such times, and for such future periods as the Town Manager, or the Town Manager's designee, shall prescribe.
(1) Unforeseen requirements. A using agency may file at any time, a requisition or estimate for supplies and services, the need for which was not foreseen when the detailed estimates were filed.
(2) Power to revise. The Town Manager, or the Town Manager's designee, shall examine each requisition or estimate and shall have the authority to revise it as to quantity, quality, or estimated cost.
