§ 15-21. DEFINITIONS.
   For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BIDDER'S LIST. The list of vendors, suppliers or contractors for an individual service, supply, commodity or trade compiled through the contracting experience of the Town or at the request of the vendors, suppliers or contractors.
   BID SPECIFICATIONS. The basis upon which the Town will rely to determine acceptability of a bid or proposal, as stated in the bid, the proposal, or this article, including, but not limited to, inspection, testing, quality, workmanship, delivery, price, and suitability for a particular purpose. Those criteria that will affect the bid price and be considered in evaluation for award shall be objectively measurable, such as discounts, transportation costs, and total or life cycle costs.
   FIELD PURCHASES. The procurement of supplies or services needed immediately to support daily departmental operations.
   PROFESSIONAL SERVICES. Includes any service performed by a professional. A professional is one performing any vocation requiring a four-year college degree as a prerequisite to licensing by the State of Florida. The four-year degree is not required to be in the field of study specifically related to the vocation in question. A professional service includes, but is not limited to, services performed by a certified public accountant including but not limited to auditing services, artistic services, an attorney or related legal services including but not limited to court reporting, expert witness consultation and advice and title search or underwriting activities, bond underwriting, financial advice or consultation, health related or insurance programs, lectures and professional training, or a doctor. The positions of Town Manager, financial advisor or consultant, bond underwriter, professional engineer, architect, landscape architect, registeredsurveyor and mapper, and attorney are included within this definition.
   SERVICES. Includes, but is not limited to, public works and public construction projects, all telephone, gas, water, electric light and power service, towel and cleaning service, insurance, leases for all equipment, grounds and/or buildings, rental, repair or maintenance of equipment, machinery and other Town owned personal property. Professional services are not included within this definition.
   SUPPLIES. Includes all supplies, materials and equipment.
   USING AGENCY. Any department, agency, commission, bureau or other unit in the Town government using supplies or procuring services as provided for in this article.
