§ 15-5. PUBLIC HEARING ON THE BUDGET.
   (a)   The Town Commission shall hold public hearings on the proposed budget as provided by the Town Charter and Florida Law and shall approve the budget by adoption of a resolution. Such resolution shall set forth total anticipated revenues by major source and proposed expenditures by department and fund. At any budget hearing required by Florida law to be advertised, the first substantive issue discussed shall be the percentage increase in millage over the rolled-back rate necessary to fund the budget, if any, and the specific purposes for which ad valorem tax revenues are being increased. During such discussion, the Commission shall hear comments regarding the proposed increase, if any, and explain the reasons for the proposed increase over the rolled-back rate.
   (b)   Once the resolution is adopted, no officer, department, or agency shall during any budget year, expend or contract to expend money or incur any liability, or enter into any contract which by its terms involves the expenditure of money, for any purpose, in excess of the total amounts appropriated for any department or agency. Any contract, verbal or written, made in violation of this chapter shall be null and void. Nothing contained in this section, however, shall prevent the making of contracts or the spending of money for capital improvements to be financed in whole or in part by the issuance of bonds, nor the making of contracts of lease or for services for a period exceeding the budget year in which such contract is made, when such contract is permitted by law.
