§ 15-2. PREPARATION AND SUBMISSION.
   The Town Manager, at least 60 days prior to the beginning of each budget year, shall submit to the Town Commission a recommended budget and an explanatory budget message in the form and with the contents provided for in this chapter. For such purpose, at such date as the Manager shall determine, the Town Manager or his designee, shall obtain from the head of each office, department or agency, estimates of revenue and expenditures of that office, department or agency, detailed by organization unit and character and object of expenditure and such other supporting data as the Manager may request; together with an estimate of all capital projects which such department head believes should be undertaken. In preparing the budget, the Town Manager shall review the estimates and may revise the estimates as he may deem advisable.
