§ 12-17.  IMPLEMENTATION.
   The Town Manager is hereby authorized and directed to execute all necessary agreements and amendments thereto with the State Department of Administration for the purpose of extending the benefits provided by the Florida Retirement System to the employees and officials of this town as provided in §§ 12-21 and 12-22, which agreements shall provide for such methods of administration of the plan by the town as are found in the Administrator of the Florida Retirement System to be necessary and proper, and shall be effective with respect to any employment covered by such agreement for services performed on and after December 1, 2006.
