§ 11-72. APPLICABILITY.
   (a)   This article shall not abrogate the terms of any subsequently enacted collective bargaining agreement nor deprive any employee of any rights or benefits contained therein.
   (b)   This article shall not restrict the Town Manager from establishing and rescinding, at his discretion, such management and administrative policies, guidelines, criteria, regulations and procedures as are necessary or desirable to affect his management responsibility for efficient and effective personnel administration so long as these are not inconsistent with the Town Charter. All such management policies and procedures should be in written form.
   (c)   This article shall not restrict the Town Manager from appointing, suspending, demoting or dismissing any town employee under his jurisdiction in accordance with this article and the civil service and personnel rules, all as may be necessary or desirable to affect his management responsibility for efficient and effective personnel administration so long as such action is not inconsistent with the Town Charter.
