§ 11-71. POSITIONS SUBJECT TO CIVIL SERVICE; EXAMINATIONS, ELIGIBILITY LISTS, CERTIFICATION, AND VACANCIES.
   (a)   Applicants for other than part-time employee or temporary employee service who are seeking appointment to civil service positions in the Police Department shall be subject to civil service, as provided in this article.
   (b)   The Civil Service Board, in its discretion, may provide oral or written examinations and maintain lists of individuals eligible to appointment in the civil service employee positions. Said Board may certify a list to the members of each grade in each department subject to civil service. Said lists may be certified to the Town Manager at such time as may be determined by said Board, but not less than once a year, or as requested by the Town Manager from time to time, and shall be available for examination by any member of the civil service system during regular business hours of the town. Appointments may, but are not required to, be made to fill vacancies from the list of eligible applicants. The list of eligible applicants shall be advisory to the Chief of Police and the Town Manager.
