§ 11-68. CIVIL SERVICE BOARD; ORGANIZATION AND PROCEDURE.
   (a)   Composition and qualification. The Town Commission shall appoint a five-member Civil Service Board and two alternate members. Alternates serving in place of regular members shall be vested with all powers and duties of the position. Each member of the Board shall be a qualified elector residing in the town. Members shall not hold any elective public office. Members shall not be employees of the town.
   (b)   Terms. Excepting the Police Chief and any town employee, members of the Civil Service Board pre-existing the adoption of this section shall complete their existing terms as members of the Board organized by this section, unless otherwise removed by the Town Commission as provided for herein. All other appointees shall be appointed for a term of four years. Members may be reappointed from term to term by the Town Commission. Members of the Board appointed after the adoption of this section shall hold office until their respective successors are duly appointed and qualified.
   (c)   Compensation. All members of the Board appointed by the Town Commission shall serve without compensation.
   (d)   Chairperson, quorum. Members of the Board shall annually elect one of its members as Chairperson and Vice-Chairperson. Three voting members of the Board shall constitute a quorum.
   (e)   Vacancies. Any member who is no longer a qualified elector residing in the town or who fails to attend three successive meetings without good cause, as determined by the Board Chairperson, or in said Chairperson's absence, the Board Vice-Chairperson, shall immediately forfeit his appointment and the Town Commission may determine a vacancy to exist which shall be filled by the Town Commission. A member of the Board may be removed from the Board by the Town Commission after a public hearing by the Town Commission at any time. Appointments to fill any vacancy shall be for the remainder of the unexpired term of the former member.
   (f)   Rules of order and procedure, minutes and clerical assistance. Subject to the approval of the Board, the Town Manager, in consultation with the Town Attorney, may prepare and submit such meeting rules and procedures as may be desirable and necessary to promote and effectuate the purposes, objectives and business of the Board in an orderly, timely and productive manner. Minutes and records shall be maintained of all meetings and proceedings of the Board. The Town Manager, in coordination with the Town Clerk, shall provide clerical and administrative assistance and personnel as may be reasonably required by the Board for the proper performance of its duties.
