§ 11-66. DECLARATION OF LEGISLATIVE INTENT.
   (a)   Intent. It is the intent of this article to establish and there is hereby established a civil service system for the recruitment and hiring of police officers as provided in this article.
   (b)   Policy. These regulations and any rules and regulations promulgated in promotion hereof are based on merit principles and provide a means to assure that all personnel actions, involving the recruitment and selection of police officers shall be on the basis of their relative knowledge, skills and abilities.
   (c)   Equal Employment Opportunity. There shall be no discrimination against any person subject to civil service in recruitment, examination, or appointment on the basis of political or religious opinions, affiliations, or because of race, national origin, color, or other non-merit factors. There shall be no discrimination on the basis of age, sex or physical disability, except where specific age, sex or physical requirements constitute a bona fide occupational qualification necessary for recruitment, appointment, and job performance. Age may be considered as a proper consideration for pension plan provision and benefits to the extent permitted by Federal or Florida law or regulation.
