(a) The Town Commission may, but shall not be obligated to, create a civil service system. Additionally, the Town Commission may, but shall not be obligated to, provide for system rules and regulations. The system, any rules and regulations, and the operation of the civil service system, if created, must be consistent with the Town Charter to the extent that said system, rules and regulations, and operation of the system is not inconsistent with Federal and Florida law.
(b) Any civil service board that may be created, as well the substantive law and procedural rules by which the system and board, if created, operate, shall be as defined by the Town Commission.
