The provisions appearing in this Code, so far as they are the same as those of ordinances existing prior to the adoption of this Code, shall be considered as continuations thereof and not as new enactments. When any ordinance which has repealed another shall itself be repealed, the previous ordinance shall not be revived without express words to that effect, unless the ordinance repealing it is passed during the same session of the Commission.
