As used in this chapter:
(a) “Person” means individuals, associations of individuals, partnerships, corporations, societies and Massachusetts or Common Law Trusts.
(b) “Peddle” means to sell and make immediate delivery or offer for sale and immediate delivery at any place within the City, other than from a fixed place of business, any goods, wares or merchandise, in possession of the seller.
(c) “Peddler” means any person who peddles, as herein defined.
(d) “Solicit” means to sell or take orders or offer to sell or take orders at any place within the City, other than a fixed place of business, for goods, wares or merchandise for future delivery, or for services to be performed.
(e) “Solicitor” means any person who solicits, as herein defined.
(f) “Fixed place of business” means a business operated and conducted from the same location for a period of at least ninety continuous days in the City.

(g) “Frozen desserts” includes ice cream, frozen custard, water ices, sherbet, imitation ice cream, and any and all other similar frozen desserts.

No person shall peddle or solicit without first obtaining a license, except if such person is exempt from licensing, pursuant to Section 707.11.
(a) Licenses shall be issued by the Police Department of the City, upon the applicant's complying with the following provisions:
(1) Giving his name, present address and his permanent address.
(2) Giving a brief description of the nature of the business and the kinds of goods or property to be peddled or solicited.
(3) Paying the license fee required by this chapter for such license.
(4) Giving the name and address of the licensed employer and exhibiting credentials showing he is an authorized employee or representative of such licensed employer, in the event the application is for an employee's license.

(b) No employee's license shall be issued under the provisions of Section 707.04(b) to any employee of any solicitor or peddler exempted from the payment of a license fee by the provisions of Section 707.11(b). Every employee of such solicitor or peddler shall obtain a license and pay the fee required by Section 707.04(a).
