The following rates are hereby adopted by the city for the operation of the water and sewer utilities. The monthly rates or charges for the use and services of the combined and consolidated municipal waterworks and sewer systems of the city are as follows.
(A) Water rates.
(1) Class I residential (single-family residences on three-fourths of an inch and one-inch meters):

(B) Sewer rates.

(3) There is to be a surcharge on all two-inch and three-inch meters. This will be $100 for each 10,000 gallons metered per 10,000 gallons. Water usage only not sewer.
(4) The monthly service statement shall be due and owing upon the receipt by the customer. If not paid by the twentieth day of the month, a 10% penalty will be imposed.
(C) All classes. The monthly customer charges shall be based on usage of 100-gallon increments, beginning with the minimum bill.

(2) Any damage to any part of the city’s utilities will be the responsibility of the person, company, or entity that caused the damage.
(3) There is to be a 3% annual increase in water and sewer rates; this can be changed by ordinance.
