There is hereby adopted by Council, by reference, insofar as not inconsistent with the laws of the State and the ordinances of the City, for the purposes of prescribing rules and regulations relative to the installation of gas appliances and gas piping, those certain standards of the National Fire Protection Association for the installation of gas appliances and gas piping, as set out in pamphlet designated NFPA No. 54, 1988 Edition, as herein after amended, are hereby adopted and incorporated as fully as if set out at length herein. The pamphlet shall be controlling within the corporate limits of the City.

The standards of the National Fire Protection Association, applicable to the installation of gas piping and gas appliances, shall be enforced by the fire code official, or by such other persons as may be appointed for such purpose by the City Council, and such enforcement shall be pursuant to and in accordance with rules and regulations as may be approved by the city council for such purpose. It shall be unlawful for any person to fail, neglect or refuse to comply with such rules and regulations.

The mayor or such person as he may designate is hereby expressly authorized and empowered to institute and maintain a suit to restrain by injunction the violation of the standards of the National Fire Protection Association for the installation of gas appliances and gas piping, notwithstanding the penalty for the violation thereof.

(a) The Code Appeals Board shall consist of five members who shall be appointed by the Mayor.
(b) Each member shall be a licensed professional engineer or architect, or a builder or superintendent of building construction, with at least ten years experience, for five years of which that Board member shall have been in responsible charge of work; and three shall not be more than two members of the Board selected from the same profession or business; and at least one of the professional engineers shall be a licensed structural or civil engineer of architectural engineering experience.
(c) Each member shall have been a resident of the jurisdiction for at least one year prior to appointment. The chief executive officer shall appoint for a term of one year an alternate member of such Board in addition to the five members above provided for, who shall act with full power only when a member of the Board refuses to vote because of interest or when a member is absent. The chief executive officer shall appoint one member of the department who shall act as secretary to the Board.
