Any person affected by any notice which has been issued in connection with the enforcement of any provision of this code, or of any rule or regulation adopted pursuant thereto, shall have the right to request and shall be granted a hearing on the matter before the Board; provided that such person shall file, in the office of the Board a written petition requesting such hearing, containing a statement of the grounds therefore within twenty days after the day the notice was served. Such petition shall be accompanied by a one hundred dollars ($100.00) filing fee.
