(A) Any horse upon a public street which shall be drawing a carriage shall be driven at all times by a person licensed as a driver.
(B) To be licensed as a driver of a horse-drawn carriage, a person must be 18 years of age, of good moral character, and not have been convicted of any crime or misdemeanor involving violence, physical abuse or moral turpitude, and who has successfully completed at least 20 hours with horse-drawn carriages which shall include:
(1) The proper method of fitting a harness to a horse and hitching/unhitching a properly harnessed horse;
(2) The proper handling and driving of a horse-drawn carriage and the handling of emergency situations for unexpected animal behavior; and
(3) Operating the horse-drawn carriage in traffic under the supervision of a licensed carriage driver for a minimum of 16 hours.

No horse-drawn carriage may be driven on any village street before 9:30 a.m., nor after 11:00 p.m.

(A) Whoever violates any provision of this chapter for which no penalty is otherwise provided shall be punished as provided in § 70.99.
