§ 77.44 CARRIAGE REQUIREMENTS.
   (A)   Each horse-drawn carriage shall be equipped with the following:
      (1)   A braking device capable of safely stopping said horse-drawn carriage;
      (2)   Two head lamps capable of emitting a white light visible a distance of at least 1,000 feet ahead of the carriage;
      (3)   Two tail lamps capable of emitting a red light visible at least 1,000 feet from the rear of the carriage;
      (4)   A triangular slow-moving horse-drawn carriage emblem (SMV) (reflectorized) which shall be mounted so as to be visible for a distance of 500 feet to the rear; and
      (5)   Reflective materials upon the shafts of the horse-drawn carriage or other parts of the carriage or the horse parallel thereto so as to render the carriage and horse visible from the front and side after dark from a distance of 500 feet.
   (B)   All carriages and drivers shall comply with any applicable requirements of the state and this code, including, but not limited to, traffic laws and ordinances.
   (C)   No horse-drawn carriage shall carry more passengers than the number designated as the seating capacity in the application on which the license was issued.
   (D)   Whenever a horse-drawn carriage is found not to be in a safe and sanitary operating condition or not to comply fully with all the requirements specified herein, the Mayor may suspend or revoke the license of the carriage until the provisions herein are complied with.
