(A) Each animal pulling a horse-drawn carriage operating on the village streets shall be equipped with standard manure nets to catch and hold such manure until such time as the operator is able to place the manure in standard wire-tie plastic bags which the operator shall carry on each carriage.
(B) Each horse-drawn carriage shall be equipped with such type and quantity of chemical product approved by the Fire Chief which, when poured upon animal urine, will neutralize same and eliminate accumulative agents and odor.
