§ 77.45 HORSE-DRAWN CARRIAGE STANDS.
   (A)   (1)   No person shall park a horse-drawn carriage anywhere in the village except where designated by the Mayor and the Police Chief.
      (2)   The Mayor and the Police Chief shall designate on an individual basis the location of space and times of use for horse-drawn carriage parking stands.
      (3)   The driver of a horse-drawn carriage shall remain on or beside the carriage when parked upon a stand.
   (B)   The driver of a horse-drawn carriage shall not stop such carriage upon any street at any place for the purpose of loading or unloading passengers other than at a designated horse-drawn carriage stand or predetermined location where safe entry or exit from the carriage can be made, other than in the case of an emergency.
   (C)   All horse-drawn carriage stands shall be maintained clean and free of litter by the driver.
