   157.01 CREATION; MEMBERS; TERM.
   There is hereby created a Commission to be known and designated as the Mansfield Metropolitan Airport and Aviation Commission composed of nine residents of the City and the Mansfield area; three to be the Airport Committee of Council, the Manager of the Airport, the Commander of Ohio National Guard 179th Airlift Wing, and four to be appointed by the Mayor with the approval of Council. All members of the Commission shall serve without pay. The four members shall be appointed as follows: two for two years and two for three years, to serve until their successors are duly appointed. Successors to those members appointed by the Mayor shall, thereafter, be appointed for terms of four years. Vacancies caused by death, resignation, removal from the City or the Mansfield area, or otherwise, shall be filled for the unexpired term in the same manner as original appointments are made.    157.02 DUTIES.
   The duties of the Airport and Aviation Commission shall be as follows:
   (a)    To study the problems and determine the needs of the City in connection with aviation, both locally and in its relation to the development of future transportation service, including management operation, extension and needs of the Municipal Airport, acquisition of new sites and facilities and the financing thereof.
   (b)    To advise the Mayor, Director of Public Works, Manager of the Municipal Airport and the Airport Committee of Council concerning the management, personnel, activities, operation, policy, extension and financial problems of the Municipal Airport and other aviation activities of the City.
   (c)    To make recommendations from time to time to Council as to desirable legislation concerning aviation activities of the City.
   (d)    To provide for regular and special meetings at which aviation activities and the operation, management and improvements of the Municipal Airport may be discussed by members of the Commission, officers and personnel of the Airport and others interested in aviation.
   (e)    To receive assignments from the Mayor, Council or the Director of Public Service for study, consideration and recommendation of any problems confronting the City in the field of aviation. (Ord. 05-019. Passed 2-1-05.)
   157.03 ORGANIZATION.
   After the appointment and approval of the members of the Airport and Aviation Commission, and upon call of the Mayor, the Commission shall meet and organize by electing a chairman and secretary, which secretary may be the Manager of the Municipal Airport, and by adopting such rules as may be necessary to provide for regular and special meetings and as such Commission shall deem advisable for the performance of the duties set forth in Section 157.02.
