989.02 FEES FOR SERVICES AT THE SCENE OF MOTOR VEHICLE ACCIDENTS.
(a) Whenever the Fire Division of the City responds to a motor vehicle accident, either within or outside the corporate limits of the City, the following fees shall be charged for the services/responses rendered at the scene of such accident:

Level I Services shall consist of responses that require the use of one (1) Fire Department vehicle and the establishing of a safe environment at the scene of the accident by disconnecting the battery, checking for leaking fluids, providing scene safety and calling for police officer, wrecker and/or ambulance.
Level II Services shall consist of responses which require two (2) or more Fire Department vehicles and the establishing of a safe environment at the scene of the accident by, among other actions, stabilizing vehicles on or off the roadway, stopping the movement of leaking fluids, applying small amounts of hazardous material absorbents, assistance in patient care and protection from downed power lines.
Level III Services shall consist of responses which require two (2) or more Fire Department vehicles and the establishing of safe environment at the scene of the accident by, among other actions, extinguishment of vehicle fires, hazardous material response, extrication and the establishment of landing zone for a helicopter life flight unit.
(b) The aforesaid fees shall be charged to and billed to the operator/owner of the motor vehicle for which spills or debris around the vehicle are cleaned, fires are extinguished, or the site of the accident around the vehicle is secured.
The Mayor or his/her designee may make rules and regulations, and from time to time amend, revoke or add to such rules and regulations, not inconsistent with this section as he/she may deem necessary or expedient in respect to billing for these fees and collection thereof.
