989.01 PUBLIC SAFETY AND EMERGENCY MEDICAL SERVICES.
   (a)   To the extent that manpower and equipment are available and able to be provided, scene safety, vehicle stabilization, extrication, hazard control and cleanup of fluids shall be provided by the City Fire Department at all motor vehicle accident scenes within the City and outside of the City under the provisions of a mutual aid agreement or applicable law permitting mutual aid.
   (b)   To the extent that manpower and equipment is available and able to be provided, emergency medical service shall be provided by the City Fire Department in response to a call for such services within the City and outside of the City under the provisions of a mutual aid agreement or applicable law permitting mutual aid.
