   721.01 LICENSE REQUIRED.
   No person shall advertise, announce, conduct or hold out by any means or device, that any sales of goods, wares or merchandise is caused or occasioned by the intention of discontinuing business, such as fire sales, bankruptcy sales, going-out-of-business sales, assignment sales or other sales of a like nature, in the City unless a license is first obtained from the Bureau of Buildings, Inspections, Licenses and Permits to conduct such sale.

   721.02 LICENSE APPLICATION.
   Upon application for such license the applicant shall make a full disclosure under oath of the following information:
   (a)    The true name of the owner of the goods, wares or merchandise to be offered for sale and the name of the operator of the sale if a person other than the owner;
   (b)    A full and complete inventory of the quantity, kind and character of the articles to be offered for sale, which inventory shall be prepared in the following manner: first, an itemized listing of all articles and the quantities thereof remaining unsold which have been in stock on the premises where such sale is to be conducted for a period of fifteen days or longer prior to the application for the license; second, an itemized listing of all articles and the quantities thereof received in stock on such premises within fifteen days immediately preceding the application for license; third, an itemized listing of all articles and the quantities thereof ordered to be placed in stock at such premises during the pendency of the sale; and
   (c)    The reason for the urgent and expeditious disposal thereof.

   721.03 SALE GOODS.
   No licensee under Section 721.01 shall, during the continuance of such sale permitted by license, add any goods, wares or merchandise to the stock described and inventoried in his original application for such license, and no goods, wares or merchandise shall be sold at or during such sale except as described and inventoried in such original application.
