   711.01 DEFINITIONS.
   For the purpose of this chapter, certain terms and words are defined as follows:
   (a)    "Carnival" means any amusement or amusements such as rides, games of chance, traveling or temporary displays of collectors items, unusual items or unusual persons and traveling or temporary short order food operations.
   (b)    "Circus" means any amusement or amusements such as rides, games of chance, traveling or temporary displays of collectors items, unusual items or unusual persons, traveling or temporary short order food operations and inside or outside displays of acrobatic, trapeze, riding or animal training artists.
   711.02 LICENSE REQUIRED; DURATION.
   (a)    No person shall engage in the business of conducting a carnival or circus without first obtaining a license from the Director of Public Safety.
   (b)    No circus or carnival shall be given for more than seven consecutive days, except in cases where Council by special resolution shall allow a longer period or where such exhibition is to be conducted on City property and the use thereof for a longer period has been approved by Council.
   711.03 FEES; DEPOSIT.
   (a)    The license fees shall be fifty dollars ($50.00) a day for an indoor circus or carnival and one hundred dollars ($100.00) a day for an outdoor circus or carnival.
   (b)    At the time application for a license is made, where use of grounds is contemplated, the applicant shall deposit a cash bond of one hundred dollars ($100.00), conditioned upon the restoration and cleaning up of the grounds in a manner satisfactory to the City. In the event the grounds are restored and cleaned up properly following the exhibition, the deposit shall be returned; otherwise the same shall be forfeited to the City.
