711.07 LICENSE REVOCATION.
Any license issued under the provisions of this chapter may be revoked at any time if:
(a) Such person or firm to whom it is issued is guilty of any fraud, misrepresentation or unlawful act in connection with the operation of such carnival or circus;
(b) Such person or firm is found to be not fit to engage in such carnival or circus; or
(c) Such person or firm violates any provision of the City ordinances or any State statute.
The Director of Public Safety or, in his absence, the Mayor shall effect such revocation. A determination of "not fit" under subsection (b) hereof, shall be based upon sufficient facts to indicate that a clear and present danger exists to the public health and safety.
