§ 30.31 FILLING OF VACANCY.
   When any vacancy occurs in any elective office, the Council, by a majority vote of the members, may fill the same for the unexpired term and until the qualification of the successor. The vacancy in the office of Council member must be filled from the ward in which the vacancy exists; but, if the Council shall fail to fill such vacancy before the time for the next election, the qualified electors of such city or ward may nominate and elect a successor to such office.

§ 30.32 REMOVAL OF APPOINTED OFFICER.
   The Council, on written charges to be entered upon its journal after notice to the party, and after trial by Council, may remove any non-elected officer by vote of two-thirds of the members elect.

§ 30.33 SALARY OF OFFICERS.
   The Council shall determine, by resolution, the salaries and compensation of elected and appointed city officers.

§ 30.34 OFFICERS OF COUNCIL.
   (A)   At the first regular meeting of the New Year, the Council shall elect a President who, in the absence of the Mayor, is the presiding officer of the Council and may perform the duties of Mayor.
   (B)   In the absence of the President, the Council may appoint one of its number to act in his or her place.

§ 30.35 MEETINGS.
   (A)   (1)   The Council shall hold its open public regular meetings for the transaction of municipal business on the second and fourth Tuesdays of each month commencing at a time by resolution. The Mayor or, in his or her absence, the President of the Council shall convene and call the Council meeting to order.
      (2)   In the absence of both the Mayor and President of the Council, the Council may appoint one of its members to act in his or her place. All meetings shall be held in a place provided therefor by the Council.
   (B)   If a quorum Council is convened by either the physical presence of the members or by means of electronic equipment, such as a conference call, and if the Council will hear, discuss or act upon a matter over which it has supervision, control, jurisdiction or advisory power, then the meeting must be open to the public and the press must be permitted to photograph, televise or record the proceedings of the meeting, and legally sufficient minutes of the meeting must be kept and made available for the public.

§ 30.36 SPECIAL MEETINGS.
   Special meetings open to the public may be called by the Mayor, or at the request of three members of the Council, at any time by the City Clerk on request, after giving reasonable notice thereof in writing to all members of the Council present in the city. The business of special meetings must be restricted to the object stated in the notice of special meeting.

§ 30.37 POWER TO MAKE AND EXECUTE CONTRACTS.
   The Council has power to make any and all contracts necessary to carry into effect the powers granted to it by the state and to provide for the matter of executing the same.

§ 30.38 COMPENSATION AND DUTIES OF CITY EMPLOYEES.
   The Council shall fix the compensation and prescribe the duties of all employees of the city subject to limitations of the statutes of the state.

§ 30.39 REPORTS FROM MUNICIPAL OFFICERS.
   The Council has power to require from an officer at any time a report in detail of the transactions in his or her office or any matter connected therewith.
