The composition of the Police Department of the City shall not exceed the following:
(a) One Chief of Police; six Lieutenants (one of whom will be designated by the Chief of Police to serve as Executive Lieutenant); four Sergeants; up to twenty-two Patrol Officers; twenty-five Auxiliary Police Officers, and seven Special Police Officers.
(b) In the event of the prolonged absence, unavailability or disability of the Police Chief, the Executive Lieutenant (designated by the Police Chief) will serve as Acting Police Chief and, subject to prior approval of the Mayor, will be compensated accordingly during that period.

The Chief of the Police Department shall be the head of the Police Department. He or she shall preside at all meetings of the Police Department, shall have charge of and be responsible for proper maintenance of the apparatus of the Department, and shall, with the consent and approval of the Mayor, establish rules for the operation of the Police Department and the duties and conduct of the members thereof. He or she shall have power to suspend any member of the Police Department for violation of rules, disobedience to orders of a superior officer or disorderly conduct while on duty, but such suspension shall be reported immediately to the Mayor, who shall take such action thereon as he or she may see fit.
All members of the Police Department shall have all the powers provided by ordinance and the laws of the State of Ohio for police officers of cities, and shall exercise the same in such manner as may be provided by the rules of the Department and the orders of the Mayor, the Chief of Police, the Captain, Lieutenants and Sergeants.

Four members of the Police Department, other than the Chief of Police, who shall have served in the Department at least two years, may be assigned to perform detective duties by the Chief of Police and Mayor. The members acting as Detectives of the Department shall perform detective duties in the accepted sense of such designation, except in those circumstances when they may be reassigned to regular police duties, at the discretion of the Mayor and the Chief of Police, and shall be known as the Detective Bureau.
The Mayor and Chief of Police, in the event of an emergency, shall have the authority to temporarily assign assistants to the Detectives from members of the Police Department who have served more than two years, but while so assigned such assistants shall not be entitled to additional compensation.
