1117.04 STREET CONSTRUCTION.
   All streets within a subdivision shall be improved with a hard surface pavement with mountable concrete curb and gutter along each side. (Refer to illustration of "Typical Pavement" in Table 1 following Chapter 1113. The minimum width as measured from back of curb to back of curb shall be 25 feet.
   The surface course of the street shall be constructed of either asphaltic concrete, bituminous mix, or Portland cement concrete. At a minimum, three-and-a-half (3.5) inches of asphaltic concrete on ten (10) inches of 304 aggregate base is required, or if concrete streets are proposed, a minimum of six ( 6) inches of Item 452 plain Portland cement concrete pavement on a four (4) inch item 310 subbase is required. Alternative materials and thicknesses may be approved or required as determined by the Village Engineer. All construction and materials specifications shall be in accordance with State of Ohio Department of Transportation Construction and Materials Specifications.
   Minimum pavement gutter elevations shall be at or above hydraulic grade line for a ten (10)-year frequency storm.
   Streets abutting the subdivisions that are not presently paved or curbed nor have a design grade on them will normally not be required to be paved at the time the subdivisions are to be constructed. However, all lots in the plat abutting such streets shall have included in their deeds or portions thereof, a waiver of objection for the assessment for paving, curbing, and draining. This waiver of objection is to be recited on the plat, and is to be an instrument of record affecting future title of properties.
   All temporary dead end streets shall be provided with a T-type turnaround and a barricade consisting of a guardrail with adequate night reflectors at the end of the street.

1117.05 STORM SEWERS.
   In accordance with EPA regulations, a storm water permit may be required for discharge of storm water. Evidence of compliance with this requirement shall be provided.
   Drainage laterals which include an adequate outlet shall be designed and constructed to provide for disposal of all surface water. Such design shall accommodate a five (5)-year frequency storm with the sewer pipe flowing full and a ten (10)-year frequency hydraulic grade line below the pavement low point. The drainage system shall, in addition, provide a drainage outlet a minimum of three (3) feet below the mean ground level for each lot. Drainage ditches shall be enclosed to accommodate the estimated ten (10)-year storm when the enclosure is equivalent in capacity to 48 inches in diameter or less. Such enclosures shall be constructed, installed and paid for by the subdivider. All ditches shall be enclosed within the new street right-of-way. Such enclosures shall be adequate to handle the storm drainage and shall be constructed, installed and paid for by the subdivider. Copies of calculations illustrating estimated volumes and peak flows of runoff shall be provided for review by the Village Engineer.
   Detention of storm water runoff on-site may be required if, in the opinion of the Village Engineer, such detention is required to prevent down stream flooding.
   Where flood plains are being reduced or eliminated by the site grading of the proposed subdivision, approval shall be obtained from the applicable agency as to the water course's adequacy to handle the additional water due to the altered land use collections. The 100-year flood plain elevation shall be shown on the preliminary drawing as well as on the final plat. The lowest finished floor elevations shall be a minimum of one foot above the regulatory 100-year flood plain. (Ord. 574. Passed 5-21-97.)
 
1117.06 WATER SUPPLY; INDIVIDUAL WELLS.
   Since the Village does not have a public water supply system, the subdivider may be required to provide evidence of adequate water supply for the development of individual wells in the subdivision. The subdivider may be required to make one (1) or more test wells in the area to be platted.
   Copies of well logs to be submitted as evidence of the availability of water in the area to be platted shall include the name and address of the well driller and shall be submitted to the Village Planning Commission.
   The location and development of individual wells and water quality must meet the approval of the Wood County Health Department.
   Should the subdivider elect to provide a central water supply system to serve the subdivision, it shall meet the requirements of the Village and the Ohio EPA.

1117.07 PUBLIC SANITARY SEWER SERVICE.
   Public sanitary sewer service shall be provided for each lot in the subdivision by the subdivider. All sanitary sewer design and construction shall be in accordance with the current standards as set forth by the Ohio EPA and the Village.

1117.08 MONUMENTS.
   Said monuments shall be concrete cylinders six (6) inches in diameter and 30 inches long with an iron bolt or rod placed in the center. Monuments located in the pavement areas shall be cast in place. (Ord. 574. Passed 5-21-97.)
