Within the corporate limits, all plats and subdivisions of land within the Village shall conform to the rules and regulations contained herein as adopted by Council and/or the Planning Commission, and the subdivider shall provide, construct, install, and pay for the minimum improvements required by the Village and specified herein. All detailed design plans for the proposed improvements shall be prepared by a Professional Engineer registered in the State of
