9.16.050   Riots and unlawful congregation.
   Any person who shall aid, countenance or assist in making any riot, disturbance, or any improper diversion or who shall fight in any public place in the city or who shall be guilty of any indecent or immoral or insulting conduct, language or behavior in the streets or other public places in the city and all persons who shall collect in bodies or crowds in the city for unlawful purposes or the annoyance or disturbance of the citizens shall, upon conviction of such offense, be punishable as provided in this code. 9.16.060   Obstructing public ways.
   It is unlawful to hinder, annoy or molest persons passing along any street, sidewalk, crosswalk or other public way, or to loiter sit or stand around the entrance of any church, theater, public building, or other place of public assemblage in any manner so as to unreasonably obstruct such entrance or to place or erect upon any public way an obstruction of any type except temporary barriers or warning signs placed for the purpose of safeguarding the public against any hazard. 9.16.070   Playing in public streets prohibited.
   No person or persons shall be allowed or permitted to play ball or any kind of game whatever or to throw snowballs, stones, rocks or any kind of missile whatsoever in or upon any public street in the city. (Prior code § 7-1-27)
9.16.080   Public intoxication.
   It is unlawful for any person to be in an intoxicated condition in any public place whether as a result of the use of alcoholic beverages, narcotics, drugs, fumes, stimulants, depressants, glues or cements. (Prior code § 7-1-8)
9.16.090   Drinking in public-Open containers.
   A.   It is unlawful to consume alcoholic beverages in or on any street, road, sidewalk, park or on any public place or upon private property open to the public except in those establishments having a license to dispense alcoholic beverages.
   B.   It is also unlawful for any person to possess an open container of an alcoholic beverage while in a motor vehicle operating upon a public roadway or by anyone on a street, road, sidewalk or park, public place or private property open to the public within the city. 9.16.100   Throwing stones.
   It is unlawful for any person to shoot, sling or throw any stone, rock or other propellant, missile or substance in any manner as to be reasonably likely to cause injury to any person or property. (Prior code § 7-1-16)
