Any person who shall aid, countenance or assist in making any riot, disturbance, or any improper diversion or who shall fight in any public place in the city or who shall be guilty of any indecent or immoral or insulting conduct, language or behavior in the streets or other public places in the city and all persons who shall collect in bodies or crowds in the city for unlawful purposes or the annoyance or disturbance of the citizens shall, upon conviction of such offense, be punishable as provided in this code. It is unlawful to hinder, annoy or molest persons passing along any street, sidewalk, crosswalk or other public way, or to loiter sit or stand around the entrance of any church, theater, public building, or other place of public assemblage in any manner so as to unreasonably obstruct such entrance or to place or erect upon any public way an obstruction of any type except temporary barriers or warning signs placed for the purpose of safeguarding the public against any hazard. A. It is unlawful to consume alcoholic beverages in or on any street, road, sidewalk, park or on any public place or upon private property open to the public except in those establishments having a license to dispense alcoholic beverages.
B. It is also unlawful for any person to possess an open container of an alcoholic beverage while in a motor vehicle operating upon a public roadway or by anyone on a street, road, sidewalk or park, public place or private property open to the public within the city.
