Sec. 1.16. Designation of the Los Angeles City Hall.
 
   That on and after April 16, 1928, that certain building located at 200 North Spring Street and 201 North Main Street in the City of Los Angeles shall be the City Hall of the City of Los Angeles, and that the official business of the City Council of the City of Los Angeles shall on that day and thereafter be conducted in said building in the Council Chamber thereof. All meetings of the City Council held pursuant to the provisions of the City Charter of the City of Los Angeles and all hearings before said body held pursuant to any general law of the State of California adopted by said City pursuant to authority granted in the Charter of said City shall be conducted in the Council Chamber of said City Council in said building. All notices required by the Charter or by law to be posted within the City Hall shall be posted in said building.
 
   Notwithstanding the foregoing, during the period of time that the building referred to in the above paragraph is not available for meetings of the City Council or its Committees due to seismic renovation work, the City Hall of the City of Los Angeles shall be that building located at 200 North Main Street and 201 North Los Angeles Street in the City of Los Angeles. This designation shall be effective on the same date that the Council begins holding its regular meetings in said building and shall continue until such time as the building identified in the above paragraph is once again available for that purpose.
