Sec. 1.1. Short Title.
 
   This Code, which consists of administrative and procedural ordinances of the City, shall be known as the “Los Angeles Administrative Code.” It shall be sufficient to designate any ordinance adding to or amending said Code as an addition or amendment to or repeal of a section of the Los Angeles Administrative Code.
 
 
Sec. 1.2. Existing Law Continued.
 
   The provisions of this Code as initially enacted, insofar as they are substantially the same as existing provisions relating to the same subject matter, shall be construed as restatements and continuations thereof and not as new enactments.
 
 
Sec. 1.3. Construction.
 
   The provisions of this Code and all proceedings under it are to be construed with a view to effect its objects and to promote efficient and expedient administrative procedures.
 
 
Sec. 1.4. Effect of Code on Past Actions and Obligations Previously Accrued.
 
   Neither the adoption of this Code nor the repeal hereby of any ordinance of this City shall in any manner affect any proceedings which have been instituted or commenced prior to the effective date of this Code.
