Sec. 1.3. Construction.

   The provisions of this Code and all proceedings under it are to be construed with a view to effect its objects and to promote efficient and expedient administrative procedures.

Sec. 1.4. Effect of Code on Past Actions and Obligations Previously Accrued.

   Neither the adoption of this Code nor the repeal hereby of any ordinance of this City shall in any manner affect any proceedings which have been instituted or commenced prior to the effective date of this Code.

Sec. 1.5. Interpretation of Section Number.

   Reading from left to right, all digits to the left of the first decimal point shall designate the Divisions of this Code. All numbers to the right of the first decimal point and to the left of the second decimal point shall designate the section numbers within each division. All numbers to the right of the second decimal point reading from left to right, shall designate subsection numbers under each section.

Sec. 1.6. References to Specific Ordinances.

   The provisions of this Code shall not in any manner affect deposits or other matters of record which refer to, or are otherwise connected with ordinances which are therein specially designated by number or otherwise and which are included within this Code, but such references shall be construed to apply to the corresponding revisions contained within this Code.

Sec. 1.7. Heading, Effect of.

   Division, Chapter, Article and Section headings which may be contained herein shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or intent of the provisions of any Division, Chapter, Article or Section hereof.

Sec. 1.8. Notices, Service of.

   Whenever a notice is required to be given under this Code, unless different provisions herein are otherwise specifically made, such notice may be given either by personal delivery thereof to the person to be notified or by deposit in the United States Mail in a sealed envelope, postage prepaid, addressed to such person to be notified at the person’s last known business or residence address as the same appears in the pubic records or other records pertaining to the matter to which such notice is directed. Service by mail shall be deemed to have been completed at the time of deposit in the post office.

Sec. 1.9. Proof of Notice.

   Proof of giving any notice may be made by the certificate of any officer or employee of this City or by affidavit of any person over the age of eighteen years, which shows service in conformity with this Code or other provisions of law applicable to the subject matter concerned.

Sec. 1.10. Validity of Code.

   If any section, subsection, sentence, clause, phrase or portion of this Code is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Code. The Council of this City hereby declares that it would have adopted this Code, and each section, subsection, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subsections, clauses, phrases or portions thereof be declared invalid or unconstitutional.
